The Victorian Motor Car (breath testing stations) Act has allowed the Victoria police to carry out breath testing at designated preliminary breath test (PBT) stations since 1976. The level of random breath testing activity has increased each year and there has been periods of intensified activity associated with particular campaigns. The aim of this report is to describe random breath testing activity in Victoria between 1977 and 1985. The report just describes the level of activity which occurred in Melbourne and the rest of Victoria during those years and then looks at the detection rate by area and time. The population of drivers detected at above the legal limit at PBT stations is also described and compared with a sample of the population of drivers stopped and tested at PBT stations. The report concludes with a summary of the effects on night time accidents of a number of random breath testing campaigns. (A)
