Abstract

At the annual meeting of the research centre for road construction scw on 30 october 1973 five speeches on rational pavement management were delivered: (1) mr. Wester introduced the theme and the speakers. (2) mr. Brouwers spoke on "the significance and aim of rational pavement management" and discussed the relation between the quality and durability, and between the riding comfort and structural behaviour of a pavement. (3) mr. Elsenaar explained how objective criteria derived from measuring results, particularly with reference to the skidding resistance and evenness, are the basis of rational pavement management. Professor hudson read two papers: (4) "systems approach to design, evaluation and management of pavements", in which he discussed possible ways of establishing an overall system of pavement analysis and research implementation, and (5) "a working model for pavement design and management". This paper presents a systems method of pavement management which uses systems engineering to analyze many phases of the p&vement problem. For this purpose a computer program has been developed. The automation assists in decision making and it helps modify and improve existing design models by storing large amounts of feedback data, thus providing better use of available funds.
