Finnish Road Administration (Finnra) provides real-time traffic data freeof charge to service providers and other related stakeholders, but it does not participate in the development of actual end user services or value added services. Finnra's contribution to development is made through a private-public partnership (PPP) as a provider of information. The arrangement, including the open, technology-independent tendering process for a long-term contract to provide monitoring information for the use of a road operator as well as third party service providers as well as to set up and maintain the information system with its open interfaces, is providing a good example for similar outsourcing activities all over Europe.
