Rear seat belts. Should be encouraged by a mixture of legislation and incentives.

Abstract

A law requiring car drivers and front seat passengers to use safety belts was introduced in 1983 in the United Kingdom. It was an immediate success. In contrast, rear seat belts are worn infrequently, and there is a widespread public belief that seating position is more important than using seat belts. A plea is held for a combined legislation and incentive action to promote the use on the rear seat.
