Abstract
Most of the issues that go to make up the design of New City areas - residential commercial and industrial estates - are now simple engineering or planning matters. It has been said that modern town planning in Australia is done by legal officers, through conditions set by appeals tribunals closely coupled with the constraints and pressures of board rooms. Planning principles come a very poor second.
