New Zealand has a long history of business like governance arrangements for funding and administration of roads at arms length from government. More recently the forces shaping the transport system have resulted in an increasing level of direct government re-engagement in road financing planning and operations. The implications of these changes and in particular the reporting, monitoring and policy evaluation framework adopted by Transit New Zealand the national highway operator are presented in this paper. The reporting and evaluation framework has been accepted by government and forms a visible connection between Transit's contract with government and theobjectives and targets for individual staff of the road administration.
