Abstract

This synthesis is a compilation and analysis of all the information that could be obtained on the subject from many highway departments responsible for highway planning, design, construction, operations, and maintenance. The most striking feature described in this report, from the standpoint of motivation, retention, and performance, is the consistency with which departments have recognized the major importance of first-line supervisors.
