Abstract

The characteristics of the rail sector in Poland and the structure of thePolish State Railway Polskie Koleje Panstwowe (PKP) are outlined. The reconstruction of the regional rail transport in the Voivodship of Lower Silesia (Dolny Slask) is described. The project was launched by the governmentof Lower Silesia and the European Bank for Reconstruction and Development(EBRD), London, UK, in order to ensure the long-term role of regional rail services in the area, to guarantee the financing of regional rail services, to decrease costs through competition, and to develop solutions to theproblems arising in the transition phase. The problems with the existing regional rail services provided by PKP Regio are described. The solution for the regional rail service is discussed with respect to the operational concept, organisational concept, economics and financing, and procurement.For the covering entry of this conference please see ITRD E132365
