It is time to determine the "new limits" for the control of traffic offences in terms of its efficiency. The aim of repressive action in this field is to defend society by encouraging the prevention of traffic offences. Whatever enforcement system is adapted, it leads inevitably to the sanctions to be applied, and a distinction must be made according to the offences which one wishes to prevent and control. Reforms of the provisions of the law must bring about the awareness of the public opinion to the dangers of the road or the initiation of a new understanding of road moral.
Abstract
