Abstract

As a part of their coalition agreement for the 18th legislative period, the governing parties CDU, CSU and SPD resolved to improve the quality of driving instructor training by a reform of the law on driving instructors. As a prerequisite for achieving this goal, an expert report was commissioned by the German Federal Highway Research Institute. In this report, a competence-oriented concept of a modularized driving instructor training was suggested, taking into account the current scientific state of knowledge as well as preexisting suggestions for the further development of driving instructor training in Germany. Additionally, the competencies required by driving instructors with regard to driving-related knowledge, instructional psychology and traffic education were defined, underpinned with curricular educational contents, substantiated from a scientific and practical point of view and anchored in a curricular framework. Finally, suggestions were worked out with regard to adjusting the admission requirements for becoming a driving instructor as well as the further development of the curricular structures of driving instructor training. Building upon the mentioned work, a second expert report was commissioned to deal with possible amendments to the legal bases of the qualification required by holders or heads of educational driving schools (specific driving schools authorized for driving instructor training) as well as driving instructor trainers. In this report, the competencies and educational contents to be conveyed to holders and heads of an educational driving school as well as to driving instructor trainers in the mandatory instructional seminar were defined, substantiated and anchored in a curricular framework. Additionally, suggestions were presented on how to amend the bases of qualification, particularly concerning the preconditions for owning or managing an educational driving school, the preconditions for becoming a driving instructor trainer and the introduction of mandatory continuous advanced training for driving instructor trainers.
