This paper considers the effect of an improved assessment and rehabilitation system for drivers convicted of driving with excess alcohol. The main aim of the project was to find out how traffic safety is affected when the period of licence withdrawal is shortened, and the secondary aim to increase the effectiveness of the system by reinstating the licence earlier than usual where traffic safety will not be adversely affected. Re-offending rates went down as an effect of an advanced system. It is suggested that elements of the improved system should be incorporated to the existing system as there was no decrease of traffic safety and increased administrative efficiency.
