Abstract
This report is the fourth by the Select Committee on Road Safety. It deals with legislation, regulations and penalties which have a major bearing on road safety. The Terms of Reference of the Select Committee required it to review the adequacy of traffis legislation and regulations and the penalties which are contained within them. To obtain as much information as possible, the committee conducted a number of interviews with organisations and individuals whose work, or private interest include traffic regulations and the penalty systems.
