Abstract

There is a lot of traffic congestion on the Dutch road network caused by the many traffic queues. This problem has been the focus of much social attention in the 1980's. The demand for economic growth, the increasing internationalization and the strong growth of the mobility by car and the freight tansport were the direct motives for this attention. The international competition of the Netherlands and the main ports of Rotterdam and the Schiphol Airport were placed on the political agenda. Later on the protection of the environment was added. In this perspective the traffic congestion is interpreted for the worsening of the accessibility of the economic centra and as a not wanted economic loss. This has given a variety of theories on measures on the managing of the development of mobility. The present study goes further into the complexity of the managing of queues and on the dilemmas of the government for it.
