Abstract

Though congestion pricing is not meant originally to finance road investments, it is interesting to compare the total revenue from congestion tolls with government expenditure on roads. The former appear to exceed the latter under three conditions: 1. Road construction presents diseconomies of scale. 2. Congestion prices are fixed at optimal levels. 3.Roads are built to optimal capacity.
