The Rekeningrijden system is a road pricing system that uses fee collection as a means to reduce the demand for road capacity during the morning peak hours. It will be operational at all roads leading to the four largest cities in the Netherlands. Because the system itself should not cause any disturbance of the traffic streams, it is designed as a free flow multi lane electronic fee collection system. It consists of approximately 100 fee collection points and at least 500,000 On Board Units. As a result of the first step in the tendering process that started in December 1997, four international consortia are now designing systems that will meet the stringent requirements. In 1999 two of those four will be contracted to fully develop their systems, and in the year 2000 the Dutch Ministry of Transport shall select one of the remaining two consortia to implement the Rekeningrijden system and to maintain it for 10 years.
