Abstract

Road lighting is expensive, regarding both costs and energy. Therefore these costs should be justified by benefits. Thus road lighting is considered as utilitarian. Benefits are considered to found in four slightly overlapping domains: (1) road traffic and transportation performance; (2) public safety; (3) amenity; and (4) aesthetics. This paper is restricted to traffic and transportation performance.
