Abstract

In a state with a seat belt law, enforcement is generally thought to be an important factor in obtaining belt usage high enough to produce a discernible casually reduction. This paper examines the relationship between level of enforcement activity and level of belt use in jurisdictions having belt use laws as of January, 1987. Eight states have primary enforcement policies, twelve states have secondary enforcement policies, five other secondary enforcement states issue warning tickets only.
