Abstract

This report deals with cycling issues which were raised by the community during the Committee's enquiry process. It includes such issues as compulsory helmet wearing, road design, bicycle conspicuity and enforcement and related traffic regulations. Compulsory helmet wearing for cyclists applies to all cyclists riding on roads and dual-use paths except where dispensation for religious or medical reasons has been given. This issue is particular has been the subject of considerable community debate both prior to and since its introduction and the majority of written submissions to the Committee were on this topic. The Committee therefore considered it appropriate to report on this issue and other bicycling issues prior to reporting on a multitude of other road safety matters. This report identifies the processes which were followed by the Committee, discusses the issues involved and provides recommendations for changes to be made both legislatively and operationally.
