Abstract

A red light camera (RLC) program commenced operation in Adelaide on 1 July 1988, compoirsing 5 cameras rotated among 15 sites, all with warning signs on all approaches. A Traffic Camera Unit was established in the Police Department and automatic processing of infringement notices was made possible by the introduction of new technology and owner onus legislation. Actual expenditure on establishment of the program was only 0.5% greater than estimated expenditure. Operating costs were lower than estimated. Offences and revenue were much lower than expected, and various operating problems were experienced. Accident data was not yet available.
