Abstract

Public Law 2007, Chapter 348 (P.L. 2007, c. 348), signed into law on January 13, 2008, requires the New Jersey Department of Transportation (Department) to establish a five-year pilot program to determine the effectiveness of the installation and utilization of traffic control signal monitoring systems in New Jersey. The pilot program officially began December 16, 2009, the date the first monitoring system was activated. This second annual report and its associated technical appendix describes the pilot program and analyzes the safety data for all authorized monitoring systems where violations have been issued for at least one year for the time period ending December 31, 2011.
