Abstract

A methodology study or a proposal of how the two research agencies would go about determining there values is reported for determining the impact of highways upon environmental values. Contest of one's destiny in his environment is one of the most important factors in today's highway planning process. The research hypothesis foresees the development of four major tools 1) A checklist composed of important environmental values 2) a descriptive encyclopedia 3) a rating chart 4) a program of instruction for highway planners Mr. Manheim presents the approach of MIT. Evaluation must be a positive force in the way it catalyzes and drives the design process.
