Abstract

All research about the road safety effect of a measure can be reduced to the following pair of questions (1) what is the safety of the entity with the measure in place, and (2) what would have been the safety of the same entity if the measure had not been implemented. A variety of experimental designs is used to guess at the answers to question 2.
