Abstract

This paper provides three interim solutions to three fundamental issues regarding the development of a seismic retrofit program framework supportive of program goals. The first deals with the identification and prioritization of emergency routes. Second, this paper examines the balance between user need and structural vulnerability in structural prioritization. The marriage of solutions one and two is also explored. Finally, the trade off between risk and the efficient allocation of scarce public resources is determined. The latter leads to identification of an optimal size budget. The paper concludes by stating that some of the analytic techniques provided would likely be suitable to the evaluation of retrofit to the evaluation of retrofit programs for other forms of infrastructure such as a set of schools, hospitals or firehalls.
