Abstract

The paper describes a methodology used in the development of an interim master plan for transportation in Pennsylvania to 1975. A computerized resource allocation model for evaluation and selecting projects on the basis of multiple criteria in terms of their anticipated costs and benefits was the most important feature of their methodology.
