Abstract

The formation and development of the traffic management division within the road traffic authority, Victoria, Australia are reviewed. Some successful resource management techniques are noted, and in particular, the integration of matrix management methods and the program budgetting reform. It is argued that the development of program budgetting has highlighted the need for program managers and functional managers to combine in a complementary manner to enable program targets to be achieved.
