Abstract

Education and enforcement must rely on each other for maximum effectiveness to be successful in their role in helping reduce Australia's road toll. Education, propaganda and good counsel are, on their own, only partially effective. When they fail, governments must fall back on enforcement. But-enforcement requires education to make it acceptable.
