Abstract

One condition for the improvement of highway transportation problem that must prevail is the professional training of all new drivers by qualified instructors under government supervision, and that such training be a prerequisite to driver licensing. A second condition necessary is greater care in the selection of those persons given the privilege of driving. The third condition is enforcement, needed because human beings are fallible.
