Restructuring of Bulgarian Railways BDZ.

Abstract

As part of the European Bank for Reconstruction and Development (EBRD) Railway Adjustment, Integration and Restructuring Initiative (RAIR) for CEE countries, the aim of the Bulgarian Railway restructuring study was to determine how to move BDZ from an inward looking state supported monopoly in a regulated economy to a market driven, commercially led enterprise operating in a radically changing economy. The recent economic developments and reforms have had a negative effect on the performance of the state owned railway - BDZ. The radical transformation of the railway, within a compressed timescale is part and parcel of these revolutionary developments. In order to ensure the future role of BDZ role of BDZ a restructuring recommendation programme was drawn up. This paper will describe the diagnostic analysis undertaken, the interactive process of transportation and the suggested policy and strategy recommendation.
