Abstract

The rapid increase in the level of car ownership in the United Kingdom presents serious problems of congestion, deterioration of public transport and rational resource allocation. It is argued that the root of the problem is that a bias exists in favour of own- car usage and against public transport; car-usage decision are based on marginal cost but public transport is priced on an average cost basis.
