Abstract

National Police Agency of Japan is making an effort to implement Universal Traffic Management Systems (UTMS systems) for traffic safety, smooth traffic flow, reducing of traffic pollution such as air pollution, traffic noise. UTMS provide traffic information to drivers in real time and actively control traffic flow through two-way communication with each vehicle via infrared beacon. Therefore it is necessary not only to deploy infrared beacons but also to spread widely the in-vehicle units capable of two-way communication with infrared beacons (infrared in-vehicle unit) in advancing implementation of UTMS. The infrared in-vehicle units are put on the market now. As means to spread the in-vehicle units, private sectors conducted a field test, 'the experiment for private sectors use of Infrared Beacons'.
