Abstract

Operation 101 was designed as a study to investigate the theory that enforcement causes drivers to commit fewer moving violations, thus reducing accidents. The most significant effect of extra enforcement was on observed intermittent violations reduced by about half. Continuous or technical violations and those involving defective lighting cannot be related to enforcement speeding violations were lower during survey.
