Abstract

The purposes of this paper are to: (1) trace the chronology of use and prevailing thought concerning a design hourly volume; (2) critique the still- common use of perceived knee in the demand curve; (3) show that the establishment of single knee in the demand curve is no simple matter (4) discuss a framework for quantifying the deterioration in level of service with increased volumes; (5) question the need for using a DHV in light of modern data gathering and processing equipment.
