Abstract

Recommendations are made for a legal penal policy which should be aimed at achieving road safety with maximum cost-effectiveness consisting of three elements. Firstly, a set of rules determining behaviour of road users, secondly, some means of enforcing these rules and ensuring the detection of at least some offenders against the rules, and finally, a set of penalties which theoretically should deter offenders from breaking the rules.
