Abstract

The report reviews the technical and compliance cost implications of fitting seat belts to minibuses and coaches. This assessment only covers the cost to new vehicles and not retro-fitting to existing vehicles due to the diversity of vehicle types and cost of major modifications, if indeed at all possible. Conclusions are given concerning technical implications for the industry, potential costs, casualty benefits and the implications of complying with the EC proposal for compulsory fitting of two-point (lap-belts) on new vehicles of this type.
