Abstract

A theory of road congestion is presented which is based on the behavioral assumption that car drivers wish to maintain a minimal distance to the traffic driving in front of them. It is shown that this assumption implies the sudden development of a traffic jam when capacity constraints are trespassed. The disappearance of such a traffic jam is only possible after the intensity of traffic is decreased significantly. `
