Abstract

The three Dutch government levels should route hazardous freight streams in such a way that they provide as few environmental risks as possible. Existing legislation is still being sharpened by the introduction of the 'legal registration obligation of risk situations involving hazardous materials'. In many cases, the required information to meet this obligation is lacking at a provincial and local level. A phased plan supports the gaining of insight into local freight streams, and in drawing up an external safety policy.
