Abstract

The report begins by using annual mechanical inspection of vehicles to illustrate the difference between apparently cost-less and cost-full legislation. It is also argued that inspecting vehicles with bald tyres may be more fruitful, as this condition is symptomatic of the attitudes of driver and owner. Penalties for traffic offenders are also discussed. The role of alcohol is discussed to highlight the need to change community attitudes.
