Reduce congestion, improve public transport, improve the way roads and public transport work are clear and simple messages espoused by governments, transport authorities and the community. Delivering on them is not so simple. No longer do road authorities simply build and maintain roads and public transport authorities just run the trains, trams and buses. The task of managing these networks is an increasingly complex one. Integrated management of the transport system is the way ahead but there are a multitude of challenges to be addressed in making this happen and strong leadership and partnerships are required to deliver community wide outcomes. This paper sets out some of the challenges, from a system managers perspective, in planning and delivering on-road public transport improvements as part of an integrated transport system.
