Abstract
The paper examines accident patterns in urban areas and discusses recent experience in the light of the effectiveness of measures introduced to improve safety. It is thought that current local authority techniques, based mainly on identifying high accident concentration, will have only a limited effect on accidents to vulnerable road users. A substantial reduction will not be obtained without considering accident analysis and the competing demands for road space. The UK urban safety project, involving five local authorities is outlined, and preliminary results are discussed.
