Abstract

The UK Government set out its vision for transport in England in `Transport 2010: The 10 Year Plan', developing the themes of the 1998 Transport White Paper - `A new Deal for Transport'. The White Paper established that the Highways Agency should develop its role as a network operator to manage traffic, reduce congestion resulting from traffic growth and maximise the quality of service. The Agency's strategic plan for operating the network is described. It includes implementing the strategic Traffic Control Centre, liaison with the Road Users Committee and other transport network operators, providing travel information, controlling traffic and minimising congestion, managing road space, and planning in partnership with other network operators.
