Abstract

The dilemma presented is what Norwegian Public Road Administration (NPRA)faces as asset manager when pressed by tourism authorities for road opening dates at the end of the winter on a major road to one of Norway's most important tourism magnets. Risk assessments undertaken to enable the annual road clean up. The eventual road re-opening are discussed in the contextof who undertakes them, what measures are undertaken and where the biggest risks lie. How to secure a good transfer of experience between the participants and as documentation records which can be used in the future irrespective of the users are discussed. As part of the bigger picture, the physical measures which the NPRA must undertake to guarantee a more fixed reopening date each spring are also presented.
