Road infrastructure rehabilitation and safety strategies in Central and Eastern Europe : summary report of thirteen joint workshops.

Abstract

The report highlights the key role of international co-operation in road technology transfer as a cost-effective element of a short-term assistance strategy for Central and Eastern European countries and Newly Independent States of the ex-Soviet Union. The introductory section provides the background of the targeted OECD work referring to publications in 1993 on `Road strengthening in Central and Eastern European countries' and `Road technology transfer : a joint development appraoch' emphasising the need to maintain scientific and technological capacities and networks of CEECs and NIS. Then the report concentrates on the fourteen workshops developed as a follow-up action Programme during 1993-1995 with three major streams: road maintenance and rehabilitation (six workshops covering road materials, pavements, bridges), road safety (six workshops on accident statistics, education and training, infrastructure safety, vehicle inspection and insurance), and highway policy and planning (two seminars on environment and on Black Sea countries). It provides an evaluation of practices in the prevailing national contexts and conditions, tools and strategies for improvements, recommendations on future cost-effective policies, organisational frameworks and implementation procedures. The report constitutes a major contribution to international and national public and private agencies involved in technical assistance and policy advice as well as CEECs and NIS road transport professionals, administrators and decision makers.
