This Report is a follow-up to the Manual for Developing Countries (DC) on Road Monitoring for Maintenance Management and the Damage Catalogue, jointly published by OECD and the World Bank. It has been drafted by a Group of experts of OECD and Developing Countries. Eight OECD countries (Belgium, Denmark, Finland, France, Germany, Netherlands, United Kingdom and United States) participated as well as representatives of nine DCs (Algeria, Argentina, Brazil, Burundi, Cameroon, China, Malaysia, Morocco and Saudi Arabia). The study is based on the contributions of the experts, experiences gained by some Member countries and lending agencies (World Bank), available literature and pilot projects undertaken in DCs as well as the discussions held at the meetings of the Group in Paris, Rabat, Curitiba (Brazil), Seville and Singapore. The Report is in three chapters and four appendices. In Chapter I, the specific features of road maintenance in DCs as well as institutional aspacts are examined; a general description of the road maintenance management system and the key elements is given. Chapter II reviews basic data and tools includinh the data bank; maintenance techniques, standards and costs are examined as is the HDM Model developed by the World Bank. Chapter III deals with system development and implementation focusing on the search for an optimal strategy and scheduling of works. The appendices concern 1. Feeder roads, 2. Small structures, 3. Several examples of maintenance management and key components (Burundi, Tanzania, China, Korea, Madagascar, Jordan, Brazil), 4. Training programmes. This international Report is a compendium for concrete applications providing the state-of-the-art as well as guidelines for best practice in maintenance management systems.
