Abstract

Hong Kong is a small city, but its road network is very complicated and dense. There are a lot of opportunities and developments in applying Vehicle Navigation System (VNS) in different applications. The Hong Kong Police Force is going to develop the Third Generation Command and Control Communications System (CC III), in which route planning for police vehicle is one of the functions (HKPF, 2000). To develop a successful VNS for Hong Kong, an appropriate road network model is a must. The model should represent the road network in a database comprehensively and support the functions of the VNS. Basically, there are three different levels of model to represent the road in a database, which are Road Segment Model, Traffic Direction Model, and Lane Model. In Hong Kong, there are special cases in the road network. If using a single model to represent the whole Hong Kong road network, the model might not be able to mange all special cases and represent the network effectively. Then, the basic functions of VNS would not be operated properly and efficiently. A new road model, Hybrid Road Model, will be proposed to handle the special road network of Hong Kong.
