Abstract

Optimisation is a commonly used term in the context of road networks and traffic. This paper introduces the concept of road network operating objectives. It goes on to describe a process for developing road network operating objectives. The process is still very much in draft form and the author invites comment on it. Nevertheless, the concept of operating objectives gives comprehensive meaning to the term optimisation. The road network is operating optimally if it is meeting its operating objectives. Network operating objectives can effectively address the local user, community and road owner issues at link, node and sub-network level.
