Abstract

Policy for the future grows out of both future needs and the results of past policies. Much has been done to improve the inter urban road network in Britain to meet the needs of industry and travellers for the foreseeable future. The need for further development is likely to be finite and is already well-established. The main question is how rapidly it can be completed, bearing in mind the competing demands on resources.
