Abstract

The unsustainable levels of congestion and pollution affecting Europe's cities are being tackled by soft measures that seek to encourage modal shift and regulate the insatiable demand for greater mobility. One powerful measure at a city's disposal is pricing road space by time and place of access. While studies and real-life implementations have demonstrated the potential of road pricing to tackle a city's traffic problems, road pricing has not so far been deployed on a widespread scale in Europe. This paper introduces a new EC project, CURACAO, which identifies the barriers to road pricing implementation, and works with cities to overcome them. For the covering abstract see ITRD E134653.
