Abstract

In July, 1990 the Philippine congress enacted, and the President approved, Republic Act 6957, authorizing the financing, construction, operation and maintenance of infrastructure projects by the private sector. The Act, commonly known as the Build-Operate-Transfer (BOT) Law, has as an objective to tap private sector financial resources to develop much-needed facilities of all kinds. In early 1991, Wilbur Smith Associates was asked to assist the Government of the Philippines investigate the likely promise of the Manila Bataan Road for implementation as a BOT project. This paper reviews the planning and financing efforts involved in seeking to deliver the completed project in the form of a BOT package. (A)
