Abstract

Every year the traffic system in the Netherlands takes a toll of 1400 deaths and 50000 injuries. The problem of unsafe traffic costs the community 6 billion guilders per year, not taking into account 2 billion guilders for the prevention of accidents. Traffic safety must keep its place on the political agenda. For an intrinsically traffic safety system there is a need for a concept. For a more definite arrangement the concept must be given a legal base for instance in a safety law.
