Abstract

The problems the U.S. faces are essentially the same as those elsewhere: huge, continuing losses in damaged people and property. Approaches which for decades were based on unsubstantiated guesswork and miss-appreciation of objectives are beginning to be miss-appreciation of objectives are beginning to be centered on the most efficient means for loss reduction.
